The intake grew, the team did not. Germany hosts 420,000 international students, up 9% in one year, while international-office staffing was last measured at one person per roughly 2,000 students.

The state digitised the visa; nobody serves what comes after it. The blocked account, insurance, housing, Anmeldung and German readiness are answered today by PDFs and inbox replies, one student at a time.
